Elaine Lee is Director of Contracts and Procurement (Construction) in JTC, a government agency in charge of industrial development in Singapore. Elaine oversees the procurement and contract management functions in JTC covering all construction projects (including other public agencies construction projects under JTC’s Centre of Excellence (B&I) role). Prior to joining JTC in 2017, Elaine was a Director at a Quantity Surveying consultancy firm for more than 17 years, where she managed several project teams supporting developers on various types of developments including mixed developments, retail, offices and industrial buildings. Elaine graduated from the National University of Singapore with a Bachelor of Science, (Hons) (Building) and is an Accredited Professional Quantity Surveyor (APQS) and a Member with Singapore Institute of Surveyors and Valuers (SISV).
