Shri Abhay Bakre is a Post Graduate (M. Tech.) in Elect. Engineering from IIT, Kharagpur. He joined 1988 Batch of Indian Railways Electrical Engineering Services, Ministry of Railways and rose to the rank of General Manager, before joining Head of National Green Hydrogen Mission. He had worked in several Railway projects including Delhi Metro & Kolkata Metro extension projects. He worked as Joint Development Commissioner in the Ministry of MSME and thereafter as Executive Director in PCRA under the Ministry of Petroleum & Natural Gas, and initiated Fuel conservation policy in transport sector and appliance sector. He was also Executive Director in the Ministry of Railways and formulated GHG reduction Roadmap for Indian Railways. Before joining Hydrogen Mission, he headed Bureau of Energy Efficiency, as Director General, and was instrumental in formulating key policies and programmes to facilitate climate change mitigation and Energy Transition in the country. As DG, BEE, he was India’s Sherpa for Clean Energy Ministerial (CEM) platform of 26 Government member countries and promoted Global programs on Industry decarbonisation (IDDI) and Super-efficient Appliances (SEAD) as part of Clean Energy Ministerial (CEM). His efforts resulted in development of Indian Carbon Market Framework and policy instrument to promote Green Hydrogen in India. He represented India in G-20 Energy Ministerial meetings at Argentina in 2018, at Japan in 2019, at Bali 2022 and Goa 2023 and at virtual G20 Summit hosted by Kingdom of Saudi Arabia in 2020, and Italy 2021, He was also a key member of Indian negotiation team at COP26 in Glasgow, UK in November 2021.
