Juan Carlos Baker Pineda

Undersecretary of Foreign Trade

Juan Carlos Baker was appointed Undersecretary of Foreign Trade by President Enrique Peña Nieto in September 2016. Previously, he was Chief of Staff to the Minister of Economy, where he supported the development of public policies implemented in the institution and served as the Minister’s liaison to other federal agencies, state governments, and business organizations. Undersecretary Baker has served at the Undersecretary of Foreign Trade for over 20 years, holding several positions; including Director General for North America, where he oversaw the successful implementation of NAFTA provisions in Mexico, and Deputy Chief Negotiator of Mexico for the Trans-Pacific Partnership Agreement (TPP). Juan Carlos Baker holds a degree in International Trade from the Monterrey Institute of Technology and Higher Education (ITESM) and has undertaken advanced studies in Political Economy at the University of Warwick, in England.
