Dr. Dmytro Kuleba

Former Minister of Foreign Affairs of Ukraine

Dr. Dmytro Kuleba served as Ukraine’s Minister of Foreign Affairs from 2020 to 2024, leading the country’s diplomacy through the most challenging years of Russian aggression and becoming one of President Zelensky’s most visible and influential cabinet members. The youngest foreign minister in Ukraine’s history, he played a central role in building alliances, securing military support and sanctions, and advancing Ukraine’s EU and NATO aspirations while expanding ties with Africa, Asia, and Latin America. A recognised global champion of democracy and resilience, he is now a Senior Fellow at Harvard’s Belfer Center, an Associate Professor at Sciences Po in Paris, and a policy fellow at the European Council on Foreign Relations. A pioneer of digital, strategic, and cultural diplomacy, Kuleba transformed Ukraine’s Foreign Ministry communications, including launching the world’s first AI driven spokesperson. He is also the author of The War for Reality, on information warfare and critical thinking in the digital age, and editor of War and New Horizons, a collection of essays by leading global figures on Ukraine’s role in shaping the future world order.
