Carlos de Regules is the Executive Director of Mexico’s National Agency for Industry Safety and Environmental Protection (ASEA). ASEA has technical and administrative autonomy and is responsible for regulating and supervising industrial and operational safety and environmental protection in the hydrocarbons sector. De Regules has a long history in environmental matters and industrial safety in the hydrocarbons sector. Prior to joining ASEA, de Regules was Deputy Director of Strategic and Operational Planning at Petróleos Mexicianos where he was responsible for the sustainable development of the company and he developed their Plan of Climate Action. He studied chemical engineering at the Technological Institute of Superior Studies of Monterrey and received his Master’s in Engineering and Environmental Management from the École des Mines in Paris, France and the LEAD Program in Advanced Studies in Environment and Development from the Colegio de México.
