With three decades in the industry, Samuel led at McCarran (now Harry Reid) International Airport for 31 years, retiring as assistant director of aviation information systems in 2020. Renowned for innovative transportation systems, he earned recognition as a Computerworld-Smithsonian Laureate. Samuel chaired the business information technology (BIT) Committee at Airports Council International (ACI) and led IATA's common use passenger processing systems (CUPPS) effort, while helping develop the RFID chip standards for baggage. He currently spearheads research around private wireless systems for the National Academies' airport cooperative research program (ACRP), ACI-World, and other organizations.
