Paul Dennett is the City Mayor of Salford and the Greater Manchester Combined Authority’s portfolio holder for Housing, Planning and Homelessness, where he plays a leading role in shaping housing delivery at city-region scale. Elected City Mayor in 2016, Paul has driven the development of social and genuinely affordable homes across Salford, embedding social value, tackling poverty, and championing inclusive growth. His leadership has focused on housing as a foundation for health, opportunity, and economic participation. Within Greater Manchester, Paul leads the refocusing of housing policy to address the housing crisis, including oversight of the Plan for Homes, Jobs and the Environment and the radical rewrite of the Greater Manchester Spatial Framework. He works closely with local authorities, communities, and developers to ensure the right homes are built in the right places, while protecting greenbelt land and revitalising town centres as sustainable, residential hubs. Paul has also been instrumental in delivering Housing First and advancing Greater Manchester’s ambition to end rough sleeping, working with the Homelessness Action Network to develop innovative, person-centred solutions. His work supports the delivery of thousands of new energy-efficient, affordable homes that meet the needs of current and future generations.
