Leonardo started working as a civil engineering student in the Eden District Municipality after which he worked in a range of technical and management positions at the National Department of Water and Sanitation in Pretoria until 2023. During this period, he developed and executed various innovations in water and sanitation management space, and most note-worthy the award-winning incentive-based regulation Blue Drop and Green Drop programs, as well as the published wastewater risk abatement planning program. During his stint serving as the Deputy Director General for Water Resource Infrastructure Management, he explored with capital project funding innovations and invested in ideation to improve asset management of government water schemes. He added a master’s degree in engineering management and a postgraduate diploma in business management to his academic credentials. He is currently pursuing further research in the field of systems engineering as it relates to unplanned settlements and its impact on sanitation systems. He currently holds the position of Executive Director: Water and Sanitation for the City of Cape Town, where he is tasked with ensuring the resilience of the water supply and the sustainable operation of wastewater systems throughout the City.
