The Minister of Lands, Housing and Urban Development, who also serves as the Mityana District Woman Member of Parliament, provides political leadership aimed at ensuring sustainable land management, affordable housing, and organized urban development across Uganda. Her national agenda for 2025–2030 prioritizes strengthening land ownership security through blockchain-based land registration and expanding mass land titling programs, such as those piloted in Kyegegwa, to guarantee legal land ownership. She also focuses on expanding affordable housing by repositioning the National Housing and Construction Company to deliver social housing, particularly for public servants, and by establishing a national land bank to support housing projects. Additionally, she promotes planned urbanization by guiding the growth of emerging cities through infrastructure initiatives like the Uganda Support to Municipal Infrastructure Development (USMID) program to create productive and livable urban centers. The minister is committed to eliminating illegal evictions by enforcing eviction bans, especially during election periods, to protect vulnerable populations. She also champions public service integrity through the enforcement of a Client Charter that promotes transparency, efficiency, and zero tolerance for corruption in land transactions.
