Harriet Belk

Harriet plays a key role within Laing O'Rourke's Central Design Management team, where she focuses on strengthening people capability, improving ways of working and enabling more effective design delivery across the business. Working closely with project and functional teams, Harriet supports the development of robust processes, clearer decision-making and data-led approaches that improve outcomes and create better experiences for colleagues. Her work is centred on building high-performing teams and ensuring that people are supported, empowered, and equipped to succeed. With a diverse background that spans design management, manufacturing, and process engineering, Harriet brings a well-rounded and practical perspective to complex challenges. Her experience includes time as a Production and Process Engineer at the CEMC Factory, followed by a return to design management where she contributed to the delivery of the Everton Stadium Project. Central to her approach is placing people at the heart of solutions, grounding decisions in evidence rather than opinion, and driving change that is meaningful and sustainable. Outside of work, Harriet enjoys travelling, baking and is a proud guide dog foster.
