The first woman to be appointed to the position of ICAO secretary general, Liu came to ICAO following a 20-year career with the Civil Aviation Administration of China, where she was responsible for China’s international air transport policy, regulations and the country’s bilateral and multilateral relations with international and regional organizations including ICAO, the World Trade Organization, the Asia-Pacific Economic Cooperation, the European Union and the Association of Southeast Asian Nations. Prior to her appointment as ICAO secretary general, Liu served for eight years as the director of ICAO’s Bureau of Administration and Services. She earned a doctorate in international law at China’s Wuhan University and a master’s degree in air and space law at Leiden University in the Netherlands. Liu also serves as director of the Association of Air Law of China and the Association of Private International Law of China.
