She has significant experience in the business planning, strategy, change, performance, analysis, learning and evidence-based policing arenas. She is accomplished at working at a local and at a national level; leading departments across multiple organisations; communicating with and influencing senior leaders; building strong networks with partners; leading change and improving efficiency. </p> <p paraeid="{a2b9540d-54fb-4584-bef6-e2a7c7195579}{14}" paraid="1395627524">Gemma completed the Strategic Command Course in 2020. </p> <p paraeid="{a2b9540d-54fb-4584-bef6-e2a7c7195579}{18}" paraid="686800744">Between April 2020 and June 2021 Gemma supported Operation Talla (the national policing response to Covid-19), leading the national recovery, reform and organisational learning programme. </p> <p paraeid="{a2b9540d-54fb-4584-bef6-e2a7c7195579}{22}" paraid="277787796">In June 2021, Gemma was promoted into an ACO role, becoming the first Head of the NPCC Strategic Hub. In this role Gemma led the introduction of a new operating model that has strengthened the NPCC so it is better able deliver the policing mission through improved Collaboration, Coordination and Communication. </p> <p paraeid="{a2b9540d-54fb-4584-bef6-e2a7c7195579}{26}" paraid="1303528267">Gemma is a proud member of police staff and strong advocate for promoting inclusion and equality. She is co-founder and co-chair of the National Senior Police Staff Network (SPSN) and a member of the Executive of the Senior Women in Policing (SWiP) network. </p>

<p paraeid="{5514c0ba-d93d-4107-9efc-88424fb8e7a8}{16}" paraid="1480072904">Jon Marsden is a Detective Superintendent working on secondment to UK DVI (Disaster Victim Identification) from his home force of Warwickshire Police. He has 28 years service, 22 of which were spent in his previous local force, West Mercia. Jon is an experienced PiP3 and PiP 4 Senior Investigating Officer (SIO) having spent many years within homicide commands and at various ranks. He is a long-standing member of the Homicide Working Group (HWG) supporting the lead Chief Constable Kate Meynell, specifically around Coronial matters but also in all facets of investigative work across policing. </p> <p paraeid="{5514c0ba-d93d-4107-9efc-88424fb8e7a8}{58}" paraid="1643637899">Jon took an interest in Disaster Victim Identification (DVI) when seeing a recruitment advert for certain roles within force. In 2018 Jon was trained as a Senior Identification Manager (SIM). In addition, he undertook DVI foundation level training to ensure awareness and understanding of the core roles that officers/staff undertake when deployed. Jon is a passionate supporter of the DVI community and is a firm believer that communication and a group of experienced contacts make difficult circumstances/events that little bit easier to manage. </p> <p paraeid="{5514c0ba-d93d-4107-9efc-88424fb8e7a8}{78}" paraid="541069660">Whilst in force Jon ensured that his local force/region was as prepared as could be for mass disaster events by taking on the lead SIM role. As part of this he committed to training events to share his knowledge/learning. </p> <p paraeid="{5514c0ba-d93d-4107-9efc-88424fb8e7a8}{94}" paraid="1825263565">In September 2021 Jon applied for and secured the role as national co-ordinator for UKDV

<p>Jo Fielding has 35 years of experience in West Midlands Fire Service, with a career spanning Fire Control, Policy, Emergency Planning, and now working in the Response department. She has developed a strong operational understanding of incident management and coordination. Now responsible for specialist response capabilities, Jo has been a National Interagency Liaison Officer (NILO) since 2017 and has served as the West Midlands Regional Fire Lead since 2018, attending National meetings where she represents the Fire Services within the West Midlands Region.</p> <p>Jo is also a Facilitator on the National Interagency Liaison course, a national course where she supports others developing into the NILO role.</p> <p>She is recognised for her experience in interoperability, multi‑agency coordination, and specialist operational response.</p>

<p paraeid="{d1978b99-0aac-4b0a-a71c-8b359261ad1a}{6}" paraid="974778314">Currently Assistant Chief Fire Officer in Avon Fire and Rescue Service (AF&RS), Paula's journey into firefighting began with a strong desire to serve, starting in the sector as a volunteer with the Red Cross Fire Victim Support. In 2001, Paula became a wholetime firefighter with Hampshire Fire and Rescue Service (HFRS), where she also worked as an on-call firefighter before later moving to Greater Manchester Fire and Rescue Service (GMFRS). </p> <p paraeid="{d1978b99-0aac-4b0a-a71c-8b359261ad1a}{10}" paraid="1123640339">Paula has worked in a number of station-based roles, and also within Risk, Policy, and Operational Assurance, as HMICFRS Service Liaison Officer, Borough Manager of Manchester, and led Service Delivery (North) and Service Delivery Support. Paula is passionate about firefighter safety, and mental health and wellbeing with a focus on suicidology. She has a Master’s Degree (MSc) in Thanatology which centred on the UK Fire and Rescue Service, has previously been a volunteer and Leadership Board member for an emotional support charity, and is co-chair of the NFCC Health, Safety and Welfare Suicide Prevention working group. </p>

<p paraeid="{a626521c-b526-4957-b355-dacca7a9c4db}{42}" paraid="308372891">Andy Rhodes OBE QPM served 30 years as a police officer and is the former Chief Constable of Lancashire Police a force of over 6000 staff. Up until retirement in 2021 he was chair of CPOSA the Chief Police Officers Staff Association, Chair of the Board of Trustees of the North West Police Benevolent Fund and National Police Chiefs Council lead for wellbeing and organisational development. </p> <p paraeid="{a626521c-b526-4957-b355-dacca7a9c4db}{52}" paraid="2365319">In 2015 he established the first National Police Well Being Service - Oscar Kilo which he continues to support part time as Service Director. </p> <p paraeid="{a626521c-b526-4957-b355-dacca7a9c4db}{62}" paraid="1146019429">He was awarded the Queens Police Medal in 2017 and an OBE in the 2022 birthday honours for services to emergency service workers mental health. </p> <p paraeid="{a626521c-b526-4957-b355-dacca7a9c4db}{72}" paraid="1601018363">Andy has in depth experience, and lifelong commitment to, staff engagement and is a recognised expert in the field of survey methodology, delivery and insights.
