Kevin served an indentured apprenticeship and attained an Advanced Craft certificate in plumbing and heating. He joined the Institute of Plumbing in 1985 in the same year that he completed his Higher National Certificate in Building Studies. In 1993 he successfully completed a Diploma in Management and in 2016 was awarded Fellowship of the City & Guilds London Institute. In 2011 he became Chief Executive Officer of the CIPHE and was also elected to the Executive Board of the World Plumbing Council. At the World Plumbing Conference in Shanghai he was elected as Deputy Chairman of WPC and successfully negotiated that the next World Plumbing Conference will be held in the UK in June 2026 alongside the InstallerSHOW. Government has recently announced that CIPHE can develop a new Domestic Plumber Level 2 and 3 Apprenticeship. Kevin is Deputy Chairman of the Worshipful Company of Plumbers Education Committee and a founder Director of WaterSafe.
Enforcement Officer - Timber · Office for Product Safety and Standards (OPSS)
The OPSS Timber Enforcement team is responsible for regulating the United Kingdom Timber Regulations, ensuring businesses meet their compliance obligations on imports of Timber. Ella and Matt, key members of the team, will be presenting on all aspects of timber compliance and sharing how OPSS can best support businesses in navigating the regulatory landscape. Matt, the team leader, brings a strong background in enforcement. Ella is an enforcement officer with a background in regulatory compliance.

Graeme brings over 24 years' experience working in the Domestic Heating sector, in various guises. One of Graeme's previous role was managing the UK's largest Certification/Auditing scheme for renewable energy and energy efficiency installations, under the MCS/PAS/ TrustMark and Competent Person Schemes.

Matteo Dall’Ombra is the National Specification Manager at Daikin Airconditioning UK, bringing over 13 years of experience in the HVAC industry. Prior to his current role, Matteo held positions in product management and engineering, where he was closely involved in developing and launching innovative climate control solutions. He now focuses on driving the specification of low-carbon technologies across commercial projects in the UK.

Roger Macklin is a Director at the Building Services Consultancy, Hoare Lea. He specialises in decarbonising buildings and how to power this process. Prior to joining Hoare Lea, Roger was the Engineering Director at Geothermal International, at the time the largest Ground Source heat pump installer in the UK and involved in both the installation and operation of heat pump systems. He actually has a PhD in Aerodynamics which is odd given that buildings don’t move much. However, his career took him into the design of wind tunnels and climatic test facilities, the heart of which is a refrigeration system and therein lies the link. Hoare Lea has been working with the UKGBC to accelerate action to strengthen the resilience of the UK’s energy infrastructure and distribution systems. It aims to support and enable the wide-scale electrification of the UK built environment and reinforce a credible pathway to achieving a net zero built environment.

<p>Gwilym has helped drive the adoption of Passivhaus within the UK construction industry, particularly on larger projects, raising its profile and helping to train future Passivhaus designers. Now our Director of Passivhaus, and a Passivhaus certifier and designer, he is the leader and primary contact for our Passivhaus team. </p> <p>He has MEP Engineering and Passivhaus experience across all scales of projects, from new-build to retrofit, in a broad range of sectors including offices, galleries, performance and education spaces. He represents the practice on a number of forums and expert panels, including the Passivhaus Trust Technical Panel, and is a Trustee for the Cambridge Forum for the Construction Industry.</p> <p>The basis of Gwilym’s Engineering PhD thesis – low cost materials and rainwater harvesting in less economically developed countries – remains highly relevant to the International Outreach Group work he is involved in and passionate about. </p> <p>He has fitted a heat pump in his house and is working towards having an all-electric home.</p>
