<hr /> <p><span class="g-styles-font-one-size-xx-large">Experience &amp; expertise</span></p> <p>Dr Julie Roberts is a Chartered forensic anthropologist and archaeologist with over 25 years of UK and international experience. She has a PhD in the subjects of forensic anthropology and archaeology, and an MSc in Osteology, Palaeopathology and Funerary Archaeology.</p> <p>Julie is currently employed as Scientific Advisor, senior forensic anthropologist and archaeologist at Forensic Access (part of Analytical Expert Labs). She is also an Associate Professor in Forensic Anthropology at Liverpool John Moores University (LJMU), where her research interests include optimising opportunities for victim identification in complex mass fatality incidents, multidisciplinary approaches to achieving positive identifications in long-term unidentified remains, and post-conflict analysis of deaths resulting from war crimes.</p> <p>As a practitioner, Julie specialises in the search, excavation and identification of human remains from scenes of crime, war zones and mass fatality incidents. She has extensive experience in the analysis and interpretation of burnt and fragmented remains, and has received a number of police commendations for her work in this area. &nbsp;Julie is a Fellow of the Royal Anthropological Institute (RAI), member of the RAI Forensic Anthropology Committee and Examination Board, and past Chair of the British Association for Forensic Anthropology (BAFA). She is a member of the Interpol DVI Pathology and Anthropology Sub-Working Group, and Chair of the UK DVI Forensic Expert Group.</p>

<hr /> <p style="text-align: center;"><span class="g-styles-font-one-size-xx-large">Experience &amp; expertise</span></p> <p>Caroline is a chartered forensic anthropologist Level I (craniofacial specialism) by the Royal Anthropological Institute (RAI), an Accredited Senior Imaging Scientist (ASIS) and is an experienced forensic practitioner. She is currently Chair of the EU-funded COST Action for Migrant Disaster Victim Identification, and Deputy Chair of the Friction Ridge and Facial Identification Group in the INTERPOL DVI Working Group. Caroline is also Director of Face Lab, a research group that received the 2025-26 Queen Elizabeth Prize for Education for pioneering craniofacial identification.</p>

Carmel Farmer is a highly skilled Product Manager with deep expertise in evidence management and mission-critical systems that support public safety. She has played a key role in modernising core emergency systems and improving frontline outcomes. As a former police officer, she has firsthand knowledge of the pressures of emergency response, informing her user-centred, impact-driven product strategies.&nbsp; Her career spans frontline policing through to senior technical and leadership roles, giving her a rare ability to combine operational insight with strategic system design.&nbsp;

<p>Anna is a Senior Lecturer in Forensic Biology, Genetics, and Forensic Medicine in university and postgraduate courses in Italy, Spain, Colombia, Bolivia, and Malta. She served as Director of the Forensic Genetics Department at SIMEF (Italy), consultant for Italian courts, and researcher at the University of Alcal&aacute; (Spain).</p> <p>She holds a PhD in Forensic Genetics and multiple postgraduate diplomas in applied genetics, criminal investigation, crime scene investigation, and criminalistics. President of the Worldwide Association of Women Forensic Experts (WAWFE), Anna consults for the EU Research Executive Agency and Spain&rsquo;s ENAC. She authored 200+ papers, edited 5 forensic manuals, and received numerous awards.</p>

<p>Amanda Balfour is an accomplished leader with a career spanning law enforcement, government, and the private sector. She began her career as a Crime Scene Examiner with Greater Manchester Police and became Head of the Crime Scene Unit.</p> <p>She held senior roles at the Forensic Science Service, leading the National DNA Expansion Programme and the National DNA Prisoner Sampling Programme, and led on its transformation to a Government Owned Company.</p> <p>Amanda then moved into regulatory leadership before joining the Senior Civil Service. She has held operational and programme delivery roles, focusing on frontline services and complex programme delivery and reform.</p> <p>She is an accredited Government Major Programmes Portfolio (GMPP) Review Team Leader for the National Infrastructure and Service Transformation Authority (NISTA), supporting departments with complex programme delivery. In 2025 Amanda was appointed as the Home Office&rsquo;s Director of Forensic Services.</p>

<a href="https://profiles.ljmu.ac.uk/12945-komang-ralebitso-senior" rel="noreferrer noopener" target="_blank">Dr Komang Ralebitso-Senior</a>&nbsp;is Reader in Microbial Ecology and Associate Dean (Diversity and Inclusion) for the Faculty of Health, Technology, Innovation and Science at Liverpool John Moores University (LJMU). Her forensic science research interests are on harnessing microbial community structure and function to help protect unique ecosystems and to understand the post‑mortem microbial ecology. Some of her work on forensic ecogenomics is included in &lsquo;A Bibliography Related to Crime Scene Interpretation with Emphases in Forensic Geotaphonomic and Forensic Archaeological Field Techniques&nbsp;(Edition 19)&rsquo;, compiled by FBI Special Agent Michael Hochrein, La Roche College, USA. Komang is member of the Forensic Science Regulator Non-Human Biology Specialist Sub-Group. She contributes to the development of policy statements on soil health in the face of climate change, with considerations for forensic microbiology, via activities as&nbsp;<a href="https://appliedmicrobiology.org/membership-community/global-ambassadors/global-ambassadors.html#tab-accordion-B39AC06F-18EA-4CC9-A4E50AB8FD027FF6" rel="noreferrer noopener" target="_blank">Global Ambassador</a>&nbsp;and Chair of the&nbsp;<a href="https://appliedmicrobiology.org/advocacy-policy/development-goals.html" rel="noreferrer noopener" target="_blank">Climate Action Advisory Group</a>&nbsp;(SDG 13) for&nbsp;<a href="https://appliedmicrobiology.org/" rel="noreferrer noopener" target="_blank">Applied Microbial International (AMI)</a>, and Co-Chair of the Search, Scene and Discovery Network of the&nbsp;<a href="https://www.ljmu.ac.uk/research/centres-and-institutes/forensic-research-institute/research-networks/search-scene-and-discovery" rel="noreferrer noopener" target="_blank">LJMU Forensic Science Research Institute (FORRI)</a>.&nbsp;

<p>Paul returned to Lincolnshire Police as Chief Constable in April 2024 having previously joined the force as a constable in 1998.</p> <p>Within Lincolnshire Police he served at all ranks up to Assistant Chief Constable, within most operational and specialist roles. enjoying the role of Senior Investigating Officer for major crime, Director of Intelligence, Divisional Commander and Head of Crime.</p> <p>Paul graduated from the Strategic Command Course in 2018, with the uppermost grade of &ldquo;highly effective&rdquo;, whilst serving with Lincolnshire Police and then moved to Derbyshire Constabulary; performing the role of ACC for almost three years, leading territorial policing, crime, and specialist operations.</p> <p>In January 2021 he was appointed Deputy Chief Constable for the East Midlands Special Operations Unit which delivers specialist police services to the five East Midlands forces including: forensics, major crime, serious and organised crime, counter terrorism and legal services.</p> <p>In Early 2023, Paul undertook a period as temporary Chief Constable of Northamptonshire Police.</p> <p>Prior to joining the police service, he studied for a BSc (Hons) in Genetics at Liverpool University, obtaining a first-class degree. He won a scholarship from Zeneca Pharmaceuticals and completed a PhD in Medicine at St James&rsquo;s Hospital, Leeds.</p> <p>Up until joining Lincolnshire Police as Chief Constable, Paul was the national lead for Digital Forensics for policing and more recently National Forensics Market Place. He is currently the National Police Chief&rsquo;s Council lead for the Forensics Portfolio.</p>

<p paraeid="{5514c0ba-d93d-4107-9efc-88424fb8e7a8}{16}" paraid="1480072904">Jon Marsden is a Detective Superintendent working on secondment to UK&nbsp;DVI&nbsp;(Disaster Victim Identification)&nbsp;from his home force of Warwickshire Police.&nbsp; He has 28&nbsp;years service, 22&nbsp;of which were spent in his previous local force, West Mercia.&nbsp; Jon is an experienced PiP3 and&nbsp;PiP&nbsp;4 Senior Investigating Officer (SIO) having spent many years within homicide commands and at various ranks.&nbsp;&nbsp;He&nbsp;is a&nbsp;long-standing&nbsp;member of&nbsp;the Homicide&nbsp;Working Group (HWG) supporting the lead&nbsp;Chief Constable Kate Meynell, specifically around Coronial matters but also in all facets of investigative work across policing.&nbsp;&nbsp;&nbsp;</p> <p paraeid="{5514c0ba-d93d-4107-9efc-88424fb8e7a8}{58}" paraid="1643637899">Jon took an interest in Disaster Victim Identification (DVI) when seeing a recruitment advert for certain roles within force.&nbsp; In 2018 Jon was trained as a Senior Identification Manager (SIM).&nbsp; In&nbsp;addition,&nbsp;he undertook&nbsp;DVI foundation level&nbsp;training to&nbsp;ensure awareness and understanding of the core roles that officers/staff undertake when deployed.&nbsp; Jon is a passionate supporter of the DVI community and is a firm believer that&nbsp;communication and a group of experienced contacts make difficult circumstances/events that little bit easier to manage.&nbsp;&nbsp;&nbsp;</p> <p paraeid="{5514c0ba-d93d-4107-9efc-88424fb8e7a8}{78}" paraid="541069660">Whilst in force&nbsp;Jon ensured that his local force/region was&nbsp;as prepared as could be for mass disaster events by taking on the lead SIM role.&nbsp; As part of this he committed to training events to share&nbsp;his&nbsp;knowledge/learning.&nbsp;&nbsp;&nbsp;</p> <p paraeid="{5514c0ba-d93d-4107-9efc-88424fb8e7a8}{94}" paraid="1825263565">In&nbsp;September&nbsp;2021 Jon applied for and secured the role as national co-ordinator for UKDV

<p>Jake is an accomplished Forensic Video Analyst with over 15 years of continuous experience in the field of digital multimedia forensics. He currently serves as the Head of Digital Forensics for IntaForensics Ltd, where he leads the digital forensic laboratory. Jake&rsquo;s specialised expertise encompasses the authentication of video evidence, image and video comparison, and the interrogation of video metadata. &nbsp;An experienced Expert Witness, Jake has conducted hundreds of complex examinations involving video evidence for prosecution, defense and government agencies.</p>
