Dr. Martin Jagger

Executive Advisor for Energy Transition & Decarbonisation Strategies · WeConnect Energy

"Panel: Is carbon capture & storage the missing link to climate stabilisation?"

Bio

Dr Martin Jagger is an Executive Consultant in Energy Transition and Decarbonisation, advising governments, operators and innovators on how to scale carbon management systems from concept to climate relevance. He founded Shell’s CCS Centre of Excellence in 2007 and authored the safe-storage guidance later accepted under the UNFCCC Clean Development Mechanism, helping shape early global frameworks for geological CO₂ storage. Martin brings over four decades of subsurface, regulatory and investment experience across the UK, Middle East and Asia, including serving in the ADNOC Executive Office as Business Intelligence Adviser to Dr Sultan Al Jaber. His work focuses on the systemic barriers that prevent CCS and CDR from reaching climate-relevant scale - from FID drag and utilisation gaps to regulatory bottlenecks and unclear business models. He challenges prevailing narratives of CCS “momentum” and reframes the task around verified tonnes, storage-first system design, and the cadence required by climate maths.
